〈纽约汇市〉美元跌至3个月低点周线跌幅扩大

美元周五(21日)走向7月底以来最差单周表现，受到根深蒂固的财政疑虑打击。美国财政部意外出手干预，以遏制长天期公债的抛售潮，也引发市场对此类措施可能令美元承压的担忧。

纽约尾盘，追踪美元兑六种主要货币的美元指数(DXY)下跌0.1%，报98.80，徘徊在3个月低点附近。本周下跌约0.9%。

外汇市场参与者本周一直关注固定收益市场。在周三之前，美国长天期公债尤其陷入抛售潮，自联准会(Fed)7月利率决策后便大致持续走弱，原因包括油价上涨引发的通膨疑虑，以及大型企业为资助AI基础设施支出而大量发行债务所引发的担忧。30年期公债殖利率周二升至19年高点5.337%，10年期公债殖利率则创下52周新高4.748%。

短天期公债表现则好得多，近期经济数据降低了市场对联准会即将升息的预期。

随后，美国财政部周三表示，将把长天期政府债务的回购规模从20亿美元提高至至少40亿美元。这项意外干预带动长天期公债上涨，推动殖利率下滑。然而，这波涨势大部分在周四和周五回吐，显示交易员认为此举只是一项短期解决方案。美国政府债务突破40兆美元的消息引发财政疑虑，也令市场气氛蒙上阴影。

30年期公债殖利率最新上升3.9个基点至5.276%，10年期公债殖利率则上升4个基点至4.738%。

美国财政部长贝森特(Scott Bessent)周四试图进一步提供支撑，他向CNBC表示，计划中的回购规模可能高于已宣布的40亿美元，并强调政府拥有「庞大工具箱」可以压低殖利率。

殖利率上升往往会产生类似升息的效果，因为这会推高消费者与企业的借贷成本，而这通常也会推升美元。但美国政府不断膨胀的债务已引发日益增加的财政疑虑，在此环境下，投资人会寻求将资金从法定货币转向黄金或加密货币等硬资产，这种策略被称为「货币贬值交易」。

布鲁金斯学会经济研究员Robin Brooks周四表示，「美国财政部昨天意外宣布增加长天期公债回购，释放出两个明确讯号。第一，近期长期殖利率升至20多年来最高水准，已触及美国一个重要的痛点门槛。这类措施的问题在于，你等于亮出了自己的底牌，而现在事情已经发生了。」

「第二，也是远为重要的讯号是，政府完全没有意愿面对根本问题，也就是财政政策已经失控，迫切需要控制赤字。相反的，昨天的宣布是一种金融工程，只是在掩盖美国公债市场日益加剧的压力。」Brooks补充，「当财政政策失控时，政府显然可以采取许多措施来压低殖利率，但这只会对货币造成贬值压力，因为市场无法获得其所要求的风险溢价。」

市场将焦点转向下周的杰克森霍尔(Jackson Hole)经济政策研讨会，以寻找更多利率政策线索。

欧元与英镑受益 日元终止干预后跌势

欧洲主要货币受惠于美元本周走弱，升至数个月高点，并实现强劲的单周涨幅。

欧元兑美元报1.1679美元，徘徊在5月14日以来最高水准附近，本周已上涨1%。

英镑兑美元报1.3646美元，为2月13日以来最高，本周上涨约0.8%。

英国政府本周稍早公布的数据显示，7月整体年度消费者通膨较6月加速。

日元有望终止兑美元跌势，此前美国与日本当局7月底进行历史性联合干预。美元兑日元本周下跌0.2%。

日元周五受到数据支撑，日本7月核心消费者通膨加速至1.8%，同时民间部门采购经理人指数数据强劲，进一步强化市场对日本银行(BoJ)9月升息的预期。
