〈纽约汇市〉美元在单周跌近1%后走强加币因贸易紧张而下滑

美元周一(25日)走高，从上周的大幅跌势中反弹。上周美元下跌的主要原因，是美国财政部为阻止债券抛售而采取的措施被认为效果有限。同时，加拿大币成为市场焦点。由于华盛顿与渥太华之间的贸易紧张局势急遽升高，加币大幅下挫。

纽约尾盘，追踪美元兑六种主要货币的美元指数(DXY)上涨0.2%，报99.01。美元指数上周下跌0.9%。

对外汇市场参与者而言，固定收益市场持续受到高度关注。

上周美国公债殖利率持续上升，长天期债券尤其遭到抛售。这波压力大约从联准会(Fed)7月利率决策后便开始出现。

推动殖利率上升的因素包括油价上涨引发的通膨疑虑，以及大型科技公司为了支应AI基础建设支出，而大量举债所引发的担忧。

美国30年期公债殖利率上周上升1个基点，并一度升至5.337%，创下超过19年来的新高。10年期公债殖利率则上升4.2个基点。

两者周一均趋于稳定，30年期殖利率最新下跌4.6个基点，10年期殖利率下跌3.8个基点。

为了抑制殖利率上升，美国财政部上周三宣布，将把长天期政府债券回购规模从20亿美元提高到至少40亿美元。

这项出乎市场意料的措施一度带动长天期公债反弹，使殖利率快速下降。然而，这波涨势在周四及周五大部分又被抹去，显示交易员认为这项措施可能只是一种短期解决方案。此外，美国政府债务突破40兆美元的消息，也加深了市场对美国财政状况的担忧。

上周在美元下跌的同时，黄金与加密货币均上涨。

由Bruce Kasman率领的摩根大通分析师团队表示，「长天期殖利率上升，正在引起政策制定者的某些担忧，因为这会进一步传导至借贷成本。」

摩根大通的利率策略师认为，这正是促使美国财政部上周意外宣布扩大长天期公债回购规模的主要原因，而不是更广泛的市场流动性问题。

不过他们认为，如果这些措施没有处理造成殖利率上升的根本原因，那么试图压低利率的努力很可能仍无效。

他们进一步指出，如果美国财政部的行动让政府债券市场偏离原本「规律且可预测」的运作原则，长期而言可能会推高期限溢酬，进而使殖利率继续上升、美元则进一步走弱。

美国财政部长贝森特(Scott Bessent)周一向记者表示，「我们一张债券都还没买。」他指出，下一次回购操作预定于9月9日进行，并补充，「我们到时候再看看。」

交易员目前正等待本周三公布的重要通膨数据，以及周五联准会主席华许(Kevin Warsh)在杰克森霍尔(Jackson Hole)年度会议上的主题演讲，以寻找更多未来利率政策的线索。

美加贸易对立

加拿大币周一下跌，因美国与加拿大之间的贸易摩擦进一步升级。

两国在周末进行的贸易协议谈判破裂，而新的50%关税于周六正式生效，适用于价值约200亿美元的加拿大进口商品。

同时，加拿大政府宣布将从9月8日开始实施报复性关税。

根据美国人口普查局资料，加拿大在6月是美国的第二大贸易伙伴，占美国总贸易额12.9%。

美国总统川普周一进一步加强对加拿大的批评，表示加拿大多年来一直「占美国便宜」，并造成600亿美元的贸易逆差。

美元兑加币汇率最新上涨0.6%。

贝森特宣布「经济放逐行动」

转向中东局势，美国周一表示，已经对伊朗展开所谓的「经济放逐行动」(Operation Economic Outcast)。这项行动是在川普上周承诺，如果美国与伊朗就荷姆兹海峡(Strait of Hormuz)问题陷入僵局，将大幅加强对伊朗的经济战之后所推出。

美国财政部长贝森特向记者表示，美国已经「掌握伊朗取得石油、维持经济运作所使用的每一个节点、协助者以及网络。」他表示，最新行动将会「收紧绳索，阻断所有可能为(伊朗伊斯兰革命卫队)提供资金的收入来源。」

贝森特表示，川普正致电其他国家，要求这些国家的银行停止与伊朗进行业务往来，但他没有透露具体是哪一些国家。

他同时表示，美国财政部下属的外国资产控制办公室(OFAC)将制裁超过60个实体。此外，美国可能实施的次级制裁，将锁定伊朗的数位资产、科技产业、黄金、航空业及航运业。
