「千亿资金驱动创新」启动台湾创新板扮「亚洲那斯达克」核心引擎

总统赖清德于近期公开场合中，以「亚洲那斯达克」明确定位台湾在全球 AI 创新资本生态系中的战略角色，并强调台湾在半导体、AI 硬体及智慧制造供应链的全球领先地位，理应支撑一个具备国际吸引力的亚洲顶级创新资本平台。配合行政院「AI 新十大建设」第十项「千亿资金驱动创新」政策正式启动，证交所台湾创新板 (tib - 创) 作为政策明确指定的创新板块，正式宣示 2026 年全面进入加速成长阶段。

赖清德表示，「台湾不只有最完整的 AI 产业链，更要成为应该成为全球科技资本汇聚的中心，亚洲的那斯达克—让这些优秀的科技新创企业，可以在台湾享有便利的筹资环境。」

他并进一步表示，「台湾如果要成为亚洲的那斯达克，甚至比韩国、日本、新加坡、中国、香港更具优势的话，那就是我们要有我们的『品牌』。那我们的品牌是什么？话讲回来，还是我们的产业链—最完整的人工智慧产业链。」

而行政院「AI 新十大建设」第十项「千亿资金驱动创新」政策，也明确将台湾创新板 tib - 创定位为「亚洲创新筹资平台」的制度性载体，透过多项推动策略，结合国发会、经济部及金管会等部会，目标于 2028 年达成每年度募资新台币 1500 亿元的里程碑。此一政策背书不仅是 tib - 创自 2021 年设立以来最高层级的政策支持，更代表台湾资本市场正式从「制度建立期」进入「生态系加速期」的重要转折。

tib - 创以较一般上市板更具弹性的审查门槛，专为具备「关键核心技术」、「创新能力」或「创新经营模式」的创新企业设计，并已于 2025 年 1 月全面取消投资人限制，在流动性与市场开放性上与上市一般板完全接轨。随着全球 AI 基础建设需求快速增长、台湾半导体供应链持续强化国际地位，tib - 创作为台湾创新企业接轨国际资本的最短路径，正逢前所未有的战略时机窗口。

配合台湾整体产业转型路径，tib - 创目前重点支持以下多项前瞻产业的创新企业登板上市：

◆ 半导体先进封装与 AI 晶片：台湾在全球 AI 算力供应链中占据不可取代的核心位置，相关新创企业的资本化需求殷切

◆ 电动车关键零组件：包含马达驱动系统、电控模组与车用电源管理，台湾供应商已具备国际竞争力

◆ AI 基础建设与资料中心：涵盖散热技术、电源供应及智慧运算基础设施，受惠于全球 AI 投资热潮

◆ 数位内容与创意科技：文化 IP 数位化、XR 内容制作及 AI 辅助创作，台湾文化软实力的资本化出口

◆ 资安与智慧金融科技：AI 资安侦测、零信任架构与金融科技创新，符合全球数位治理与监管升级趋势

◆ 生技医疗与精准健康：AI 辅助诊断、新型态医材及精准医疗平台，疫后数位健康浪潮持续加速

针对这些产业未来发展，证交所董事长林修铭也表示，「tib - 创的使命，就是将国家整体发展的产业政策与具体目标，转化为企业的资本市场竞争力，并成为国内外创新企业进入国际顶尖资本市场的最短路径。」

展望 2026 年下半年，tib - 创将持续深化与半导体、AI 基础建设、电动车及数位内容等前瞻产业的合作生态系，并配合「2026 台湾周 × 亚洲创新杯竞赛」等国际活动，积极拓展与东南亚、日本、欧美创投机构的对话管道，落实赖总统「亚洲那斯达克」的政策愿景。

硬体及智慧制造供应链的全球领先地位，理应支撑一个具备国际吸引力的亚洲顶级创新资本平台。配合行政院「AI 新十大建设」第十项「千亿资金驱动创新」政策正式启动，证交所台湾创新板 (tib - 创) 作为政策明确指定的创新板块，正式宣示 2026 年全面进入加速成长阶段。\n<img 产业链，更要成为应该成为全球科技资本汇聚的中心，亚洲的那斯达克—让这些优秀的科技新创企业，可以在台湾享有便利的筹资环境。」\n\n他并进一步表示，「台湾如果要成为亚洲的那斯达克，甚至比韩国、日本、新加坡、中国、香港更具优势的话，那就是我们要有我们的『品牌』。那我们的品牌是什么？话讲回来，还是我们的产业链—最完整的人工智慧产业链。」\n\n而行政院「AI 新十大建设」第十项「千亿资金驱动创新」政策，也明确将台湾创新板 tib - 创定位为「亚洲创新筹资平台」的制度性载体，透过多项推动策略，结合国发会、经济部及金管会等部会，目标于 2028 年达成每年度募资新台币 1500 亿元的里程碑。此一政策背书不仅是 tib - 创自 2021 年设立以来最高层级的政策支持，更代表台湾资本市场正式从「制度建立期」进入「生态系加速期」的重要转折。\n\ntib - 创以较一般上市板更具弹性的审查门槛，专为具备「关键核心技术」、「创新能力」或「创新经营模式」的创新企业设计，并已于 2025 年 1 月全面取消投资人限制，在流动性与市场开放性上与上市一般板完全接轨。随着全球 AI 基础建设需求快速增长、台湾半导体供应链持续强化国际地位，tib - 创作为台湾创新企业接轨国际资本的最短路径，正逢前所未有的战略时机窗口。\n\n配合台湾整体产业转型路径，tib
