阿里百度比亚迪入列！美更新支持中国军事企业名单记忆体与机器人新星遭切断美军采购

美国国防部周一 (8 日) 更新「中国军事企业」(CMC)名单，新增约 24 家被认定协助中国军方发展的企业，包括阿里巴巴 (09988-HK)、百度(09888-CN) 及电动车大厂比亚迪(002594-CN) 等多家中国消费与科技公司，以进一步限制其在美国的业务活动，此举可能进一步升高美中紧张关系

这份名单每年更新，公布时机距离在北京的「川习会」不到一个月，当时美国总统川普与中国国家主席习近平维持了脆弱的贸易战休兵局面。

与 2025 年初版本相比，这份备受关注的新名单涵盖中国多家重要科技企业，如电动车大厂比亚迪、生技制药公司药明康德 (603259-CN) 以及人形机器人公司宇树科技(Unitree)。

值得注意的是，美国人工智慧 (AI) 晶片龙头辉达(NVDA-US)6 月 1 日才宣布，将与宇树科技合作开发研究用途机器人。

美国智库外交关系协会 (Council on Foreign Relations) 中国问题专家、曾任美国国务院与国安会官员的 Chris McGuire 说：「这显示川普政府认为，除了半导体与 AI 之外，中国产品在更多产业领域都涉及实质国安风险。」

今年 2 月在川普访中行程尚未敲定前，美国国防部曾短暂公布更新版名单，也就是俗称的「1260H 名单」或「中国军事企业名单」，但随后迅速撤回，且未提供明确说明。

周一公布的新版本大致沿用当时遭撤回的名单，但新增中国两大记忆体晶片制造商长鑫存储 (CXMT) 与长江存储(YMTC)。这两家公司原本曾被移出 2 月短暂公布的版本，引发华府对中强硬派人士不满。

中国驻美大使馆表示，北京反对「透过歧视性名单打压中国企业。美方应停止错误做法，为中国企业创造公平、公正且不具歧视性的营商环境。」

部分企业移出名单

部分企业则被移出名单，包括中国海洋石油集团 (CNOOC) 旗下的中海油中国有限公司 (CNOOC China Ltd) 及中海油国际贸易公司(CNOOC International Trading)。

不过，中海油子公司中国蓝星化工 (China BlueChemical Limited) 遭被新增列入。美国国防部文件指出，中海油直接受中国政府控制。

路透指出，企业有时被移出名单，未必代表美国认定其与中国军方无关，也可能是因为该企业已不在美国营运，或公司名称有所变更。

上述企业大多未置评，药明康德发言人则表示，被列入名单「显然是错误」，将立即采取行动纠正这项错误认定。

美国国防部在文件中表示，被列入企业均符合「中国军事企业」认定标准，且仍在美国营运。依照法律规定，国防部至少每年更新一次相关名单，企业也可提出申请要求移除。

美国众议院中国问题特别委员会主席 Moolenaar 说：「更新后的名单是对美国企业、各级政府以及全体美国人民的警告。这些中国企业正与中国军方合作，损害美国国家利益。」

国防部此次也将电信设备制造商 Baicells 纳入名单。路透去年曾报导，该公司正接受美国联邦调查局 (FBI) 与商务部调查。

美军将禁止向名单企业采购

虽然被列入名单本身不构成正式制裁，但根据近年通过的美国法律，美国国防部自本月稍晚起将不得直接与名单企业签约。从 2027 年开始，也不得透过第三方采购这些企业的产品与服务。

这些措施可能为相关中国企业及其合作伙伴带来实质成本。

此外，被列入名单等于也在向国防部供应商及其他美国政府机构释出讯号，反映美军对这些企业的看法。部分企业过去甚至已因遭列入名单而对美国政府提告。

华府智库「保卫民主基金会」(Foundation for Defense of Democracies) 中国问题专家 Craig Singleton 表示，这份名单可被视为川普与习近平会面后，再度提醒美中竞争的现实面。

他说：「华府已不再将这些企业视为彼此独立的公司，而是将整个科技供应链视为具有战略竞争性的领域。美国如今是在以战略竞争的角度看待整个科技体系。」

年初版本相比，这份备受关注的新名单涵盖中国多家重要科技企业，如电动车大厂比亚迪、生技制药公司药明康德 (603259-CN) 以及人形机器人公司宇树科技(Unitree)。 \n\n值得注意的是，美国人工智慧 (AI) 晶片龙头辉达(NVDA-US)6 月 1 日才宣布，将与宇树科技合作开发研究用途机器人。\n\n美国智库外交关系协会 (Council on Foreign Relations) 中国问题专家、曾任美国国务院与国安会官员的 Chris McGuire 说：「这显示川普政府认为，除了半导体与 AI 之外，中国产品在更多产业领域都涉及实质国安风险。」\n\n今年 2 月在川普访中行程尚未敲定前，美国国防部曾短暂公布更新版名单，也就是俗称的「1260H 名单」或「中国军事企业名单」，但随后迅速撤回，且未提供明确说明。\n\n周一公布的新版本大致沿用当时遭撤回的名单，但新增中国两大记忆体晶片制造商长鑫存储 (CXMT) 与长江存储(YMTC)。这两家公司原本曾被移出 2 月短暂公布的版本，引发华府对中强硬派人士不满。\n\n中国驻美大使馆表示，北京反对「透过歧视性名单打压中国企业。美方应停止错误做法，为中国企业创造公平、公正且不具歧视性的营商环境。」\n\n<h6>部分企业移出名单</h6>\n\n部分企业则被移出名单，包括中国海洋石油集团 (CNOOC) 旗下的中海油中国有限公司 (CNOOC China Ltd) 及中海油国际贸易公司(CNOOC International Trading)。\n\n不过，中海油子公司中国蓝星化工 (China BlueChemical Limited) 遭被新增列入。美国国防部文件指出，中海油直接受中国政府控制。\n\n路透指出，企业有时被移出名单，未必代表美国认定其与中国军方无关，也可能是因为该企业已不在美国营运，或公司名称有所变更。\n\n上述企业大多未置评，药明康德发言人则表示，被列入名单「显然是错误」，将立即采取行动纠正这项错误认定。\n\n美国国防部在文件中表示，被列入企业均符合「中国军事企业」认定标准，且仍在美国营运。依照法律规定，国防部至少每年更新一次相关名单，企业也可提出申请要求移除。\n\n美国众议院中国问题特别委员会主席 Moolenaar 说：「更新后的名单是对美国企业、各级政府以及全体美国人民的警告。这些中国企业正与中国军方合作，损害美国国家利益。」\n\n国防部此次也将电信设备制造商 Baicells 纳入名单。路透去年曾报导，该公司正接受美国联邦调查局 (FBI) 与商务部调查。\n\n<h6>美军将禁止向名单企业采购</h6>\n\n虽然被列入名单本身不构成正式制裁，但根据近年通过的美国法律，美国国防部自本月稍晚起将不得直接与名单企业签约。从 2027 年开始，也不得透过第三方采购这些企业的产品与服务。\n\n这些措施可能为相关中国企业及其合作伙伴带来实质成本。\n\n此外，被列入名单等于也在向国防部供应商及其他美国政府机构释出讯号，反映美军对这些企业的看法。部分企业过去甚至已因遭列入名单而对美国政府提告。\n\n华府智库「保卫民主基金会」(Foundation for Defense of Democracies) 中国问题专家 Craig
