伊朗警告川普荷姆兹是「红线」若攻击基础设施将全面报复

美国总统川普 (Donald Trump) 扬言，若伊朗未恢复谈判，美军下周将攻击伊朗发电厂、桥梁等关键基础设施。对此，伊朗周四 (17 日) 强硬回应，警告若美方落实威胁，将对区域内基础设施发动猛烈报复，并强调绝不允许美国这个域外国家介入荷姆兹海峡 (Strait of Hormuz)，这是伊朗「不可逾越的红线」。

川普周二接受《Fox News》专访时表示，若外交谈判无法取得突破，美军下周将扩大攻击伊朗。

他说：「下周情况会对他们非常糟糕，接下来将轮到发电厂、桥梁。我们将摧毁他们所有发电厂和桥梁，除非他们回到谈判桌进行谈判。」

伊朗最高军事指挥部发言人周四透过 Telegram 发表声明回应，若川普兑现上述威胁，「所有目前仍完好的设施，也就是区域内所有基础设施，都将遭到伊朗武装部队猛烈打击，直到不留任何痕迹。」

发言人并强调，伊朗「在任何情况下、以任何方式，都不会允许美国这个域外国家干涉荷姆兹海峡」，并称这是「伊朗不可逾越的红线」。

荷姆兹海峡是全球最重要的能源运输航道之一，目前已成为美伊军事对峙的核心战场。

《路透》同日引述知情人士报导，伊朗已要求叶门境内、获德黑兰支持的青年运动 (Houthis) 做好准备，若美军依照川普的威胁扩大攻击伊朗，将封锁红海石油运输航道，显示冲突可能进一步扩及红海航运。

本周稍早，美军因荷姆兹海峡商船遭袭，对伊朗发动新一轮空袭，双方冲突持续升高。另一方面，伊朗也已对多个波斯湾国家发动飞弹与无人机攻击。

美国中央司令部 (CENTCOM) 表示，美军于美东时间周三晚间完成最新一波空袭，打击伊朗指挥中心、防空系统、飞弹与无人机能力，以及沿岸监视设施，以进一步削弱伊朗威胁荷姆兹海峡商船航行安全的能力，攻击地点包括阿巴斯港 (Bandar Abbas) 在内的多处目标。

伊朗外交部发言人周三也警告，美国若持续发动攻击，伊朗将全力回应。

他表示：「我们的双手并未被绑住，我们的战士将以全部力量回应美国的侵略。至于备忘录中其他需要对等履行的承诺，我们也没有执行。」

川普上周宣布，美伊上月达成的停火协议已经「结束」，但他周三接受《Fox Business》访问时表示，伊朗官员仍希望与美方代表重新展开谈判。

尽管中东局势持续紧张，国际油价周四小幅回落。截至当日上午，9 月交割的布兰特原油期货下跌约 0.5%，报每桶 84.42 美元；西德州中质原油 (WTI) 近月期货下跌约 0.2%，报每桶 79.47 美元。

北卡罗来纳州贝尔蒙特修道院学院 (Belmont Abbey College) 政府与政治哲学兼任教授 Clark H. Summers 认为，美军将持续以精准空袭打击伊朗的无人机及飞弹发射据点，并保护波斯湾商船航行安全。虽然这些行动可在战术层面发挥效果，但只要伊朗仍具备生产或储备飞弹与无人机的能力，就难以改变整体战略局势。

他也指出，川普先前提出对通行荷姆兹海峡船舶征收 20% 费用、之后又撤回的做法，反映白宫已意识到战争成本正侵蚀国内支持度，同时也显示美国目前的工业与后勤能力难以长期支撑这场冲突。

他认为，除非革命卫队 (IRGC) 的统治地位遭到实质瓦解，否则伊朗仍可宣称取得胜利，而美军发动大规模地面战的可能性极低。

另一方面，伦敦大宗商品避险经纪公司 Attara 执行长 Richard de Meo 研判，市场对美伊冲突已逐渐出现疲乏感，但企业财务部门仍持续提高避险比率、延长避险期间，以降低未来市场波动带来的风险
