Anthropic自废武功让中国开源AI成最大赢家

彭博观点专栏作家 Catherine Thorbecke 撰文指出，Anthropic 旗下最强大的模型 Mythos，曾被部分中国舆论形容为「反向 DeepSeek」时刻。提醒市场即使中国挑战者声势高涨，美国顶尖 AI 企业仍维持领先地位。然而，Mythos 及其功能受限的姊妹模型 Fable 上线失利，却意外成为中国开源 AI 的一场免费大型宣传。

就在 Anthropic 宣布因川普政府要求禁止外籍人士使用相关工具，而关闭 Mythos 与 Fable 存取权限后，中国「智谱 AI」（Zhipu AI）迅速把握机会。这家北京企业宣布推出旗下迄今最先进的模型，并将其开源。

智谱 AI 共同创办人唐杰在社群平台 X 上发文指出，部分模型突然因非技术因素遭限制使用「令人深感遗憾」，并强调：「当前沿模型的存取权因非技术原因被突然切断时，我们更加坚信一件事：科学应属于全世界。」

唐杰还特别透露，智谱的新模型将于下午 5 点 21 分向特定用户开放，此举显然是冲着 Anthropic 的官方备忘录而来，因为该备忘录正巧提到，他们是在下午 5 点 21 分接获华府的强制指令。

模型开源意味着企业、政府或机构只要拥有足够运算资源，便可自行部署，不必担心服务因政策变动而遭到撤回。

以 Knowledge Atlas Technology JSC 名义在香港挂牌的智谱 (02513-HK) 股价周一 (15 日) 大涨。正如一名分析师向《彭博》表示，Anthropic 被迫限缩服务的敏感时刻，智谱此举无疑向全球发出了强烈的讯号。

开源逆袭：科技禁令反成中国 AI 最佳助攻

这场混乱非但未能如预期般展现美国在 AI 领域的主导地位，反而暴露了其体制的脆弱性。

今年中国最顶尖的 AI 模型与矽谷最优秀的产品之间，其性能差距是在拉大而非缩小。然而，若全球根本无法使用这些技术，再强悍的性能也毫无意义。

正如布鲁金斯学会（Brookings Institution）学者 Kyle Chan 所言，部分开源的中国 AI 企业此时正如鱼得水，平白无故得到了连做梦都想不到的绝佳宣传筹码。

更糟糕的是，这些出口管制不仅编织成网以防堵敌对势力，甚至连美国盟友，以及 Anthropic 内部持外国籍的员工都难以幸免，而这群人正是当初协助开发这些模型的最大功臣。

如果未来技术的采用必须与难以预测的政治风险强烈绑定，华府希望全世界都立足于「美国 AI 技术体系」（American AI stack）上的宏伟蓝图，其说服力与吸引力恐将大打折扣。

其他国家显然也警觉到了这点。一名法国总统参选人直言此举是一记警钟，并警告「一个在技术上依赖他国的国家，随时可能在一夜之间被拔掉插头。」

加拿大总理卡尼（Mark Carney）也宣告：「如果我们只是默默吞下这口气、不汲取教训，不着手进行自主建设并推动多元化，那代表我们做错了决定。」

全球政治领袖口中吐露的集体焦虑，正巧是中国 AI 厂商当前试图变现（monetize）的商机。此时，即使华府在一夜之间重新开放 Mythos 与 Fable，恐怕也难以平息这股与日俱增的质疑浪潮。

成本决胜：AI 价格战与「够用就好」的实用主义

与此同时，华府出手的时机点可说是再糟糕不过。这场风波爆发之际，业界正因 AI 营运成本展开激烈辩论，而价格战也才刚吹响号角。

随着天文数字般的 AI 研发与建置帐单陆续到期，越来越多的企业领袖不得不严肃审视：这些顶级模型的投资报酬率是否真的划算？

而中国 AI 技术最诱人之处，恰恰在于其使用成本仅需 Anthropic 与 OpenAI 旗舰模型的九牛一毛。

转向的浪潮似乎正在加速：上个月刚宣布将最新模型「永久降价 75%」的 DeepSeek，如今依然稳居第三方平台 OpenRouter 大型语言模型 Token 使用量排行榜的首位。

即便美国的 AI 实力在顶尖基准测试（benchmarks）中依旧拔得头筹，但绝大多数企业在进行日常办公自动化时，根本不需要一套能解答量子物理难题的系统。

「够用且更便宜」本就是中国 AI 实验室的核心卖点，如今他们手里又多了一张王牌：他们的服务看起来更加稳健可靠。

部分媒体报导指出，这次对 Mythos 与 Fable 的限制措施，部分原因是担忧中国可能取得相关技术。不过 Anthropic 与前白宫 AI 沙皇 David Sacks 均表示，主要考量仍是潜在越狱（Jailbreak）风险。

然而，如果华府此举是为了维护美国在 AI 领域的领先优势，那么结果恐怕适得其反。

地缘余震：被「美中对抗」绑架的全球治理盲区

对 Anthropic 而言，整个局势尤其尴尬。这家公司长期以重视 AI 安全、支持更完善监管著称，如今却在一场以风险为名的监管干预中陷入两难，并反过来主张自身防护机制已足够有效。但问题早已超越 Anthropic 本身。

归根结底，中国 AI 业者对此拍手叫好确实理所当然，但若仅将此事简单包装成北京政府的「躺赢」，恐将失之偏颇，更忽略了背后更深层的体制性溃败。

对世界其他国家而言，这绝非一场好戏，而是一记警钟。美中对抗的单一视角，无形中窄化并抹平了所有关于 AI 安全性的理性探讨。

其代价就是，这项科技狂飙的速度，正远远超乎任何政府的治理能力。在这场失控的竞速中，最后的输家或许不是华府，也非北京，而是身处地缘风暴边缘的全球其他所有国家。
